Monday - 10 February 1969
12. (Secret - GLC) Met with William Woodruff, on the staff of
the Senate Appropriations Committee, to keep him up-to-date regarding
our thinking on the Ervin bill. Woodruff still feels we should pursue
this matter in the Judiciary Committee through Senator Birch Bayh (D. , Ind. )
and that the Director should raise the subject at the next meeting of the CIA
Subcommittee. Woodruff said he could give no guarantee that the Director
would,not receive a somewhat negative reaction from Senator Russell
but he feels that the Agency should bring it to the attention of the Sub-
committee meeting involving legislative matters which are of concern
to us.
Briefed Woodruff on the following items:
a. Chicom fighter base near the Laotian border.
b. Chicom development of a logistic base in Yunnan.
c. Moscow's relationships with Arab terrorists.
d. Soviet participation in Aswan Dam defenses.
e. Kosygin's reappearance in public.
f. Recent spotting of a Soviet Y-class submarine.
g. Soviet expansion of their fishing operations.
h. The presence of Soviet submarines at Syrian ports.
