(Secret - JMM) Met with Bill Woodruff, Assistant Chief Clerk, Senate Appropriations Committee, whom I briefed on: a. New Soviet military district. b. ChiCom civil defense measures. c. Soviet economic lag. d. Possibility that Soviets will commemorate Stalin's birthday on 21 December for the first time since 1955. Mr. Woodruff said that Senator Russell had apparently forgotten to raise with the Director, during their last meeting, the question of with- drawals from the Reserves. 5. (Confidential - GLC) Met with Ed Braswell, on the staff of the Senate Armed Services Committee, and brought him up-to-date on several briefing items. I also left with him a copy of the House Armed Services Committee report on our retirement bill. Braswell said this was a simple piece of legislation and he plans to discuss Committee action on it with Senator Stennis in the next day or two. He said it was possible although he made no promises that the Committee could report out our bill a week from today along with the Armed Services cost-of- living bill which has passed the House. I mentioned that our bill might possibly be deferred on the Consent Calendar past 1 December. Braswell said in that event the Senate Committee could report a clean bill, place it on the Senate calendar and merely substitute our House-passed bill for it at the appropriate time. 6. (Confidential - GLC) Picked up from Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee, eight volumes of testimony given the Subcommittee by These have been forwarded to CI Staff for review. Sourwine commented thati ad been most complimentary 25X1C regarding the Agency's efforts I land Sourwine said he would appreciate our opinion as to the wisdom as to the Subcommittee's allowing him to engage in some travel on a limited basis.
