Delivered a copy of the Agency paper "Restless
Youth" to Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee.
It was agreed that I would pick up the paper on 17 January.
11. Mr. Irving Jacobs, of the Social Security
Administration, called and advised that they had not met their deadline on
transmitting the report on Social Security and Federal employment to the
House Ways and Means and Senate Finance Committees which has been the
subject of previous correspondence between us. He said a letter was being
sent to the Director to request comments on an updated version of the report,
which also contains specific recommendations, prior to its submission to the
congressional committees involved. I pointed out several errors in the
appendixes to the report, which we had recently received separately, and
he said he would make these corrections as they pertain to the CIA and
Civil Service systems.
12. In response to his request, Mr. Lloyd K.
Lauderdale, DD S&T, brie ed Mr. William Woodruff, of the Senate
Appropriations Committee staff, on an Agency sensitive project which
was the subject of a withdrawal from reserves described in our letter to
Senator Russell dated 23 December 1968. Although he had expressed an
opinion earlier that it would probably be necessary for Mr. Helms to talk
to Senator Russell about this project, Woodruff indicated, after Lauderdale's
briefing, that he thought he could handle this with the Chairman. Woodruff
said the briefing had been extremely helpful in this regard. He did say,
however, that at an appropriate time, before the project becomes operational,
the Director should talk to Senator Russell about this.
