JOINT RESOLUTION
To establish a Joint Committee on Foreign Information :uld
Intelligence.
1 Resolved by the Senate and House of Representaty ' s
2 of the United States of America in Congress assembi rd,
3 That (a) there is hereby established a joint congressio~t;il
4 committee to be known as the Joint Committee on Fore 'n
5 Information and Intelligence (referred to in this joint i
6 olution as the "joint committee") , to be composed of se-en
7 Members of the Senate appointed by the President of lie

1 Senate, and seven Members of the House of Representatives
2 appointed by the Speaker of the House of Representatives.
3 In each. instance not more than four members shall be ap-
4 pointed from the same political party.
5 (b) Vacancies in the membership of the joint com-
6 mittee shall not affect the power of the remaining members
7 to execute the functions of the joint committee, and shall be
8 filled in the same manner as in the case of the original
9 selection.
10 (c) The joint committee shall select a chairman and
11 a vice chairman from among its members at the beginning of
12 each Congress. The vice chairman shall act in the place
13 and stead of the chairman in the absence of the chairman.
14 The chairmanship shall alternate between the Senate and
15 the House of Representatives with each Congress, and the
16 chairman shall be selected by the members of the joint
committee from the House entitled to the chairmanship.
The vice chairman shall be selected in the same manner as
the chairman, except that the vice chairman shall be selected
by the members of the joint committee from the House not
entitled to the chairmanship.
(d) The joint committee may appoint and fix the com-
pensation of such experts, consultants, technicians, and cleri-
cal and stenographic assistants as it deems necessary and
advisable.

1 (e) The joint committee is authorized to utilize taue
2 services, information, facilities, and personnel of the exer11--
3 tive departments and e;>tablishnients of the United States.
4 (f) The joint commnittee is authorized to classify inft r-
5 niation originating within the joint committee in accordantV
6 with standards used generally by the executive branch of t: io
7 Federal (ioveinn ent for classifying restricted data or ilefer;:4~
8 information.
9 (g) The joint corrirwttee shall keep a complete rec(rd
10 of all committec actioiis, including a record of the votes )n
11 any question on wig ich a record vote is demanded. ; A l [
12 committee records, data, charts, and files shall be the pr( r)-
13 erty of the joint c; ..~r;ttce and shall be kept in the offices of
14 the joint committee, or such other places as the joint co. ii-
15 mittee may direct, under such security safeguards as the jo tit

18 (h) The joint committee may make such rules respc -
19 ing its organization and procedures as it deems advisarIle,
20 but no measure or recommendation shall be reported frr Eiii

23 SEC. 2. (a) The joint committee shall make continuing
24 studies of-

(1) the activities of each information and intelli-
gence agency of the United States,
(2) the problems relating to the foreign informa-
tion and intelligence programs, and
(3) the problems relating to the gathering of in-
formation and intelligence affecting the national
security, and its coordination and utilization by the
various departments, agencies, and instrumentalities of
the United States.
(b) Each information and intelligence agency of the
United States shall wive to the joint committee such in-
formation regarding its activities as the committee may
require.
(c) As used in this joint resolution, the term "in-
formation and intelligence agency of the United States"
means the United States Information Agency, the Central
Intelligence Agency, and any unit within any of the execu-
tive departments or agencies of the United States conduct-
ing foreign information or intelligence activities (including
any unit within the Departments of State, Defense, Army,
Navy, and Air Force, but not including the domestic opera-
tion of the Federal Bureau of Investigation) .
SEC. 3. All bills, resolutions, and other matters in the
Senate and House of Representatives relating primarily to
any information and intelligence agency of the United States
