SUBJECT Personnel Planning Paper for the Office of
Special Projects/Office of ELINT Overseas
Project
1. Forwarded as an attachment to this memorandum is the
proposed Planning Paper re resentin the overseas portion of the
Staffing Complement fo OSP/OEL project. This
grade structure reflects the tentative agreements reached between
members of the Office of Special Projects, ELINT and your Office.
Planned incumbencies are shown as they are required in FY 1968
or FY 1969.
2. We are keenly interested in resolving as soon as practi-
cable the grades of those positions which are shown as "slashed"
grades (e. g. GS-14/15) in the attachment. We had proposed each of
these positions at the higher of the two grades shown. However, it
subsequently was agreed with your Office that these positions would
reflect "slashed" grades until further study could be made of the
responsibilities involved. Accordingly, as soon as the Facility
reaches a suitable stage of operation, we will propose that the Office
of Personnel make an on-site audit of the positions. We are confi-
dent that such an audit will fully support our contention that these
jobs should be clearly established at the-higher grades.
