The Director of Research and Development is responsible for maximizing to the greatest possible extent the application of science and technology in further- ance of the Agency mission. The office effort covers a wide range of technical disciplines applied to techniques, components, and subsystems of concern to the Agency as a whole as well as preliminary investigations of future systems for collection, security and analysis of intelligence data. To accomplish this mission, the Office is directed toward two prime areas, Physical Sciences and Life Sciences. In the Physical Sciences the five major areas of interest are Optics, Applied Physics, Radio Physics, Physics-Chemistry, and Analysis. In the Life Sciences the two principal areas are the Biological and the Medical & Behavioral. (2) FUNCTIONS. (b) Ensure that knowledge of techniques, procedures, equipments, and systems derived from studies and evalua- tion of world-wide research and development activities and scientific discoveries are integrated into ORD programs. (c) Conduct liaison with other Government agencies in advanced research and development activities to ensure that the results of their efforts are available for intelligence exploitation; initiate appropriate actions so that supplemental investigations peculiar to intelligence needs are specified, funded, and directed. (4) Monitor relevant scientific research being con- ducted by universities and private enterprise throughout the United States and infuse the benefits of this research into development and engineering activities of the Agency. (e) Initiate and administer the technical aspects of external contracts in support of approved research and development programs. (f) Provide support to the Agency Science and Technology Panel, as directed.
