SUBJECT: FY 1969 NRO Funding Approvals
1. Recently a memorandum was forwarded to the Comptroller, NRO,
requesting FY 1969 funding approval for a?certain project. The
memorandum stated that these project funds were deferred by the;
Director, NRO, and that they were now requesting the release of
these deferred funds.
2. The following paragraph was extracted from the Comptroller,
NRO's reply to this Directorate:
"As a guide for future requests of this nature (and
applicable to other projects as well), it can not be assumed
that specific dollars were deferred for any project. Efforts
were deferred for further consideration, but the NRO has had
to take significant FY 1969 reductions in all appropriations,
and there have not been sufficient funds available from the
outset of FY 1969 to cover the potential deferrals in the
amounts submitted. Accordingly, future memoranda are to
state the case and the funds requested, without reference
to deferrals, and each case will be considered on its on
merits. (Signed: Comptroller)"
