to include a Reconnaissance Vehicle Concept Study as a
item its the Fiscal Year 19,69 Research and Development
(Aircraft) Program under NEO funding. The primary object ve
of this study would be to arrive at a system capable of
defeating the lethal envelopes of projected Soviet Bloc
defensive environments through the 1973-1980 period. A
secondary objective would be to arrive at a system of f =at,

through the same time period.
2. In anticipation of approval for this study

requested that the Office of Scientific Intelligence Turn
environments for the stipulated time period. Sopefuily, .1A r
estimate would define the estimated envelope of speed, al_i
necessary to survive. These data could then be used -,s to
jumping--off point for the concept study.
3. Receipt of these data by the end of May would be
desirable so that we may proceed with the study early in
