April 23, 1968 MEMORANDUM FOR DIRECTOR, CIA RECONNAISSANCE PROGRAM SUBJECT: General R&D (Aircraft) Activities for FY-68 25X1 . REF: 25X1 This is in response to your memorandum of September S, 1967 in which you listed five R&D Activities which you felt should be initiated this fiscal year. The first two R&D Activities, Induced Drag Reduction and High Altitude Engine Relight, if successfully carried out, could be of benefit to our reconnaissance program; the first of which has already been implemented. Accordingly, the second, High Altitude Engine Relight, is approved aad the FY-68 General R&D (Aircraft) funding approval is hereby increased by Y 25X1 ILLEGIB In accordance with the ExCom decision, relative to the FY-1969 budget program, funding for studies of advanced air- craft and other highly invulnerable quick-reaction reconnais- sance systems is provided in that?'fiscal year. Specific tecI-.- nology efforts for such advanced systems were not approved pending completion of the studies. Therefore, elements of Items 3 and 4 of your memorandum'should be included in'the lan for studi f d d p es o a vance systems in FY-1969.
