SUBJECT Annual Report for the President's Foreign
Intelligence Advisory Board
1. This memorandum is intended to give guidance for the
preparation of the annual report to the President's Foreign
Intelligence Advisory Board for the year ending 30 June 1968.
2. Attached is the outline to be followed in preparing the
report. You will note that it is essentially the same as the one
used last year. Components responsible for preparing each
section are indicated and each office within DDS&T will contribute
as appropriate. The Executive Director-Comptroller has recom-
mended that where two or more components share responsibility
they coordinate informally so as to avoid duplication and inconsistency.
DDS&T offices will please undertake whatever coordinating action is
necessary, and include such information in the covering memorandum
accompanying the office contribution. The outline is not meant to be
restrictive; all components should feel free to expand on it if they
believe it does not cover all pertinent information adequately.
3. The report should not repeat basic information contained
in last year's version except as necessary to explain developments
of the past year. Drafts should be prepared in duplicate, double
spaced. Each section or sub-section should be begun on a new page.

Advisory Board
Please classify each section or sub-section independently, i. e.
do not give every page of the submission the highest classification
contained anywhere in it. This is necessary in order to facilitate
consolidation where required.
4. The O/DCI/NIPE has provided this Directorate with an
abstract of its contribution (integrated in some instances with
other Directorate contributions) to the 1967 report. This copy
will be available for reference and portions will be reproduced if
desired.
