Secretary C. R. Smith and the Under Secretary, Howard Samuels.
The latter was briefed in. response to the specific request
of Secretary Smith.

To carry out the intent of the original request of
Dr. Hornig and Mr. Helms to have the Secretary of Commerce
briefed and in. response to Dr. Steininger's recent request
to brief the new incumbents so that they may review the
This briefing was conducted along the lines of similar
briefings for Secretaries Udall, Freeman, and Trowbridge;
Acting Under Secretary Holloman; and AID Director Gaud.
The briefing included the signing of the special security
oath which applies tol T-KH information and
materials.
