Officers serving the United States abroad do their best to keep up with the dynamic changes taking place in this coun- try, but they can represent the United States better if they possess recent, first-hand experience, acquired while listening on the spot to the views of eminent educators, industralists, scientists, business and labor leaders, social workers, governors, mayors and law enforcement authorities.
