TENTATIVE DRAFT REPORT
This draft represents tentative conclusions of
the Study Group based upon an analysis of many papers.
produced on numerous SIGINT subjects, many interviews
and a limited number of on-site inspections.
It has not been submitted to or staffed out by
the men assigned to the Group from the several depart-
ments and agencies who have been of the greatest assistance
to it.
This draft should not be considered a final report
but a statement of the tentative conclusions of the Study
Group submitted to evoke comment from the numerous
agencies involved in the SIGINT effort.
