This memorandum is in response to your request {referenced orandum) for information on DD/S&T projects applicable in Vietnam peace negotiations are successful. 2. If peace were to come to Vietnam, it is highly probable-that the United States would have a limited number of troops and personnel in Vietnam and have limited access and assets in many sections of the . country. To monitor the peace, we would need political intelligence and inforn,ation on activities of the opposition forces such as troop movement, supply transport and accumulation. To gain this kind of information, it would be necessary to monitor key roads, landing sites, assembly points for troops and supplies and communication channels as well as the audio and video surveillance of public buildings, embassies, offices and residences' of key officials. 3. In the DD/S&T there are projects currently under way that will nnrovide fieldable devices or techniques that would be applicable to a peace time situation in Vietnam. These projects fall into two classes. The first group will emerge within nine months.
