Frank Hand has sent the attached memorandum over by L DX. Please note that you may be hearing direct from Paul Nitze. 2. This request was made by staff members of the Co: -, ::ittee to staff embers of LIA, who told the requestors they would have to go higher up in Lefense. We do not know if the matter has been brought to the attention of Mahon or any other Committee member. It is possible we may hear no more of this, but the staff members appeared to be fairly insistent. 3. There really aren't any "papers" now that could be made available, except the USii3 document referred to, and attached herewith. There are good reasons for not giving the Committee or any of its com-po- nents this paper or any substantive ones that may be fforthconing: a. This is a Presidentially-directed committee. Bureaucratically speaking, neither you nor the Secretary of efense has the authority to give this information to the Congress. b. There is nothing in what we have available now that would have a bearing on appropriations. Whenever anything substantive emerges, its impact on appropriations will almost certainly be marginal (particularly if Eaton takes the path of suggesting that most of the problems indicated in his terms of reference should be examined further by someone else -- as he has shown signs of doing). 4. The following action zright be suggested to Nitze if and when he gets in touch with you: a. Since the study is under your cognizance, John Warner could talk to Mahon's staff director and try to turd this off, on the grounds mentioned in paragraph 3. b. If no luck there, 1A arner to do the same with c. Warner could tell the staff or ?V:ahon that you would be glad to describe the Eaton study orally at a regular r,:,eeting with the CornnAttee.
