this vear as Public Law 579, 67th Congress, provides hereafter for
the dire- t participation of all United States Government departments
and agencies in the distribution of publications to Depository Librar-
tea, a function administered by this Office.
At such time as the provisions of this law can be implemented,
Government agencies will be required to furni th the Supe rintend ent of
:?ocurnents with a sufficient number of copies for distributior to
depository libraries of all unrestricted publications which they obtain
from sources other than the Government Printing Office, except those
required for art inistrati~.e or operational purpo-ca whit h have no
public rrtres or educational value.
Our present feeling is that it will provably not be possible to
begin full operations under the new law until the beginning of fiscal
year 1964. We know that this Office cannot accomplish the increased
responsibilities and operational volume involved, until additional
resources are provided by Congress, and we assume that the same
situation may prevail in the case of other Government agencies. It is
our intention to include it-, our 1964 budget request an estimated amount
to over the administration of this progran4 for that v.ar.
In the meantime, we must make preliminary plans with Gov-
ernment agencies for evaluating their publi- atioi:, obtained from
sbources other t:ian the Governs;gent Printing Off e. in relation to the
