As you know, the National Petroleum Council, on October 4,
unanimously approved the report of its Committee on the Impact of
Oil Exports from the Soviet Bloc. This is an excellent report and
represents a lot of concentrated and diligent work. I know that I
reflect the feelings of the members of the Council in expressing my
gratitude for the assistance you rendered on this project. In
addition to your official capacity with this Working Subcommittee,
I am aware of the many hours of your personal time that you spent
in helping to make this study comprehensive and accurate.
In addition,, we would like to thank you and your associates
for arranging to make available to the Committee 1, 500 colored maps
entitled "USSR Terrain and Transportation" for inclusion in Volume II
of the report. These are excellent maps, and we were pleased to
get them.
