I. It is requested that approval be given for the use of COMINT
information at the SECRET level. This information will be released in
a memorandum to Mr. Charles Clements, Investigations Division, Office
of Export Control - SIC, Department of Commerce. It is further re-
quested that approval be given for Mr. Clemente to discuss the information
with the non-government parties involved.
