1. It is requested that approval be given for the special use
of COMINT information at the SECRET level. This information will
be released in a memorandum to Mr. William A. Root, Chairman.

McDowell, Department of Commerce; Mr. Anderson, Department of
State; and Mr. Aten, Department of Defense.
