MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Army Representatives to Discuss SWITCHBACK
1. A meeting was held in the office of Mr. Tracy at the Pentagon
on Friday, 6 February 1970, at 2:00 p. m. Present from the Army were:
Mr. Robert C. Tracy, Assistant Comptroller
Major F. A. Schrader, Office of Comptroller
Mr. John E. Quinlan, Office of Comptroller
Mr. Frederick L. Orr, Chief, Budget Division, USARPAC
(Mr. Orr participated in the earlier Honolulu conference
in early January and by chance was in Washington and
able to participate. )

2. I opened the meeting by advising he had been
informed by Lt. Col. George Patrick of ISA that the Joint Chiefs of
Staff have recommended to the Secretary of Defense that the CIDG
program be completely phased out by 30 June 1971. The plans call
for a phase down by 30 June 1970 to approximately padre which 25X1
is less t'.han half the current strength. Major Schrader confirmed
this stating that the precise 30 June 1970 figure is He indicated 25X1
that apparently the plans were to absorb the trained bodies into other
programs.
