SUBJECT: Associate Justice William O. Douglas Impeachment
Proceedings
1. On 6 July 19701 and I
discussed with Mr. Kenneth R. Harkins and Mr. Howard W.
Fogt, Jr. the request from Mr. Celler for Agency files per-
taining to H. Res. 920, a resolution impeaching Associate
Justice William O. Douglas. Mr. Harkins and Mr. Fogt
are staff members of a Special Subcommittee of the Committee
on the Judiciary considering the resolution.
2. We advised Mr. Harkins and Mr. Fogt that we had
reviewed the various resolutions and explained we had very
little information which appeared relevan
Mr. Harkins said they certainly did not want to
expose any information relating to the national security. He
asked, however, if we realized that H. Res. 920 necessarily
incorporated the statements made by Congressman Gerald R.
Ford on April 15, 1970. We said we were aware of the speech
but had not considered it in our review. Mr. Harkins gave
us a copy of the speech
