SUBJECT: Meeting with Minister of justice

1. Today I met the Minister of Justice, Judge Huynh Due
BUU, at his office and discussed my mission in Vietnam: work,
as a consulting attorney, in the legal aspects of pacifica-
tion. General arrangements were made for future meetings, at
my request, with the Minister himself or-with several assis-
1tants whom he designated.
2. The Minister said he will leave tomorrow evening for
Teheran at the head of a delegation to the International-Con-
ference on Human Rights, which will convene 1n? that city on
22 April. He will remain there for about a week. The Confer-
ence, which c.ommenorates the twentieth anniversary of the
United Nations Declaration on Human Rights, will last about
three weeks. The other two members of the Republic of Vietnam
delegation are: the First President of the. Court of Appeal
(Cour d'Appel) in Saigon [presumably Nguyen'Huy DAU] and the
President of the Saigon Bar Association, Ho Tri CHAU? I met
CHAU when I was in Saigon last year and had a pleasant chat
with him at he Bar Association's offices in the Cour,d'Appel.
