Talked to Mr. Ralph Preston, House
Appropriations Staff, with regard to the Senate amendments to the
Armed Services Procurement Act. It is Ralph's opinion that the
amendments will be effective for fiscal 1971 upon signing by the
President. In his judgement, it would be difficult to argue that these
restrictions have no affect until passage of the follow-on Appropriations
Bill.
