5. (Internal Use Only - LLM) Called Mr. Durham, in the
office of the Deputy Attorney General, Department of Justice, on
the Truth in Lending Act amendments (S.823 and H.R. 16340) and
asked if he had a feel for the prospects of the Justice Department's
position that all Federal agencies be exempted from the provisions
of the legislation. I told him that we had learned that the House
Banking and Currency Committee was against the exemption.
Mr. Durham said he would be pleased to look into this and let us
know the outcome.
6. (Internal Use Only - CD) Received a call from Mrs. Albert, in
the office of Representative Harold D. Donohue (D., Mass.), who requested
an employment interview for After checking with
Office of Personnel, I advised Mrs. Albert that the
interview was scheduled for 3:00 p. m. this afternoon.

7. (Internal Use Only - JGO) Met with Mrs. Oneta Stockstill,
House Armed Services Committee staff, in response to her request
and gave her a listing of the Agency witnesses before the CIA
Subcommittee for her use in maintaining the Chairman's log.
8. (Secret - JMM) Accompanied the Director and Messrs. Clarke,
who appeared before the CIA Subcommittee of House
Armed Services where the Director briefed on Soviet and Chinese military
developments, Southeast Asia and the Middle East. (See Memo for the

1. (Internal Use Only - LLM) In response to my request
yesterday, Brian Hessler, in the office of Representative William Brock
(R. , Tenn.), reported that the Consumer Affairs Subcommittee of the
House Banking and Currency Committee would probably be reporting
out the House version o the Fair re it eport Act (H. R. 16340)
without a full exemption for Federal agencies, but that in the Subcom-
mittee's view section 34(b) could be used by Federal agencies to obtain
other than identifying information.
2. (Secret - JGO) Hand carried to Miss Berniece Kalinowski
for Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed
Services Committee, a copy of the Director's prepared statement of
13 March Mr. Slatinshek requested
the Director's statement as a follow-on to last week's briefin
provided Mr. Slatinshek and Mr. Blandford by
3. (Secret - JGO) The transcripts of DCI testimony of
2 and 13 March were forwarded to the Senate Foreign Relations
Committee and returned at the close of business. Present review
of the transcripts has been completed. They will be retained for
safekeeping, subject to call by the Committee.

4. (Confidential - GLC) I advised Larry McHugh, on the staff
of the Joint Economic Committee, that our updated contributions to the
Soviet studies would start coming over early next week. I also asked
McHugh if they desired a response to Chairman Boggs letter of 25 March
1970 asking that we do this. McHugh said a written response was not
necessary, particularly in view of my call.
