The Agency's review and comments on proposed "Government Printing and Binding Regulations" No. 20 was invited by an i i February 1969 letter to the Director from John F. Haley, Staff Director, Joint Committee on Printing. 2. Action for the preparation of a direct reply was assigned to the DD/S by the office of the Executive Director. 3. I contacted I Chief, PSD, who advised that the Director of Logistics has in the past handled and signed correspondence to the Joint Committee on Printing concerning proposed regulations. 4. also advised that Staff Director Haley apparently had reversed Mr. Paul Beach, Assistant Staff Director, (see I 25X1A 4 February 1969 memorandum) and all indications now are that the Joint Committee on Printing will not be surveying our printing plant (see letter dated 15 January 1969 from the Joint Committee on Printing). At most, the Committee might want a report on the A encyta outside procurement (which Shaw advised is approxirnately~per annum for forms). I felt this report could be handled satisfactorily between the Director Logistic* and Mr. Haley and said he would keep lus posted on any develop- 5. pointed out that proposed Regulations requires 25X1 among other things, that agency heads sign correspondence to the Joint Committee on Printing and that agency heads establish a central authority on printing matters within each agency to be responsible for liaison with the Joint Committee on Printing.
