Programming and Budgeting SUBJECT: Memo from William Woodruff. Senate Appropri- tions Committee staff, dated Z8 January 1969 1. The attached informal memorandum was given to me by Mr. Woodruff after several conversations and meetings with him on the subject of the ithdrawal. hfx. Woodruff said be was fully aware that Y had alerted appropriate Agency officials to Senator Russell's position on this withdrawal as set forth in the second para- graph of his memorandum. He said the only reason for writing the memorandum was to have a file copy with our reserve withdrawal letter to assure Senator Russell that he had conveyed the Senator's message to us. 2. Mr. Woodruff said this was merely another indication of the pressure he is receiving from Senator Russell regarding Agency reserve withdrawals.
