MEMORANDUM FOR THE RECORD
SUBJECT: Senator Fulbright's 2
1. During a discussion this afternoon with the Director:
a. the Director said when he talked with Senator Russell
on the above subject on 4 June Senator Russell said we had only
two courses: either take the matter up with the President or
meet with Senator Fulbright and try to respond to his questions;
b. upon reflection the Director has decided on the latter
course, particularly in view of the fact that the questions posed
by the Senator do not lend themselves to precise or concise
answers.
2. 1 said I didn't think the Director would find Senator Fulbright
difficult on this issue, pointing out that Yulbright had not followed up on
his recent request that we sanitize a draft speech on the subject of Soviet
weaponry which he proposed to make. I suggested a further reason for
not writing a letter to the Senator was the fact that the information involved
was quite as sensitive as that contained in recent briefings of the Foreign
Relations Committee, in which cases we had always retained control of
the transcripts.
3. Accordingly, the Director called and made a data to see Senator
Fulbright on the afternoon of 9 June 1969.
