SUBJECT: Conversation with Mr. Victor Zara, Bureau o the Budget,
and Mr. Andrew Ruddock, Civil Service Commission--
CIA Retirement A ct A meudments
i. Based upon the statement yesterday by Mr. Andrew Ruddock,
Civil Service Con isssion, I informed Mr. Victor Zafra, Bureau of the
Budget, that I had been unable to contact anyone in CSC aware of BOB'S
request for legislative proposa-is on transfer of credit and mtniniuxri
guaranteed benefits. lafra *soured me that he had contacted all major
Federal staff retirement systems in this

th CSC, and suggested we check with Mr. James Spry,

2. I reported this conversation to Mr. Andrew Ruddock, who
after checking reported the following:
a. Z&fra had called Spry and as a result they were looking
year's proposal, would update and keep it ready pending
a decision by the Administration on transmittal to the Congress.
U. The Commission is not against the transfer of credit
and minimum benefit concepts in princcciple, but deferred the
liar in the year in recognition of higher priority
c. A problem still to be faced by CSC to csultation with
employee organizations in connection with their past opposition
to certain features of the proposal.
I requested that Mr. R uddock send a copy of the updated propo
which he said he would do.

3. Later, Mr. Robert Hull, Department of State. called and I
advised him of the above. Under the circumstances he indicated they.
too, would await further developments from the Civil Service Commission
before submitting the requested report to BOB.
