SUBJECT: Headquarters Visit and Briefing of
Senator Peter H. Dominick
OLC 69-0389
7 May 1969
1. Today the Director hosted a lunch for Senator Dominick, newly
assigned to the CIA Subcommittee of Senate Armed Services Committee.
Also attending were General Cushman and Messrs. Duckett, Godfrey,
and Maury. Following the luncheon the Director explained the
organization of the intelligence community and the Agency.
2, The Senator spoke of a complaint he had received from an
Agency employee who had been stationed in a Latin American country
to the effect that the Agency's work there was severely hampered by
subservience I The Director replied
that in some cases such a complaint might be valid, but if so this was the

3. In response to the Senator's question, Mr. Duckett summarized
our intelligence regarding the Soviet FOBs program, pointing out the
extensive testing and the fact that at this stage we could not say whether

Haiphong, whereas Agency information indicated that nearly all such equip-
ment was coming overland. I explained that the military might
be including in "military equipment" such items as POL, trucks, etc. , but
emphasized that our information was quite good that the actual amount of
weapons arriving via Haiphong was negligible.
5. Mr. Godfrey then covered the Middle East situation and Soviet
policy in that area.
6. The Senator spoke of information he had obtained from a well-
informed Greek journalist suggesting the danger that so long as the present
junta remains in power Greece might become "another Vietnam" as a
result of a Soviet-sponsored Communist incursion from Albania. Mr STATOTHR
Godfrey and I said we thought this possibility most remote. I remarked
that I was aware of certain Greek emigres such as
STATOTHR and I who were putting out this line in order to
STATOTHR arouse American concern against the present Greek regime. I further
noted, for the Senator's private information only, that while in Greece
had been a controversial and troublesome figure against
whom several U. S. ambassadors had warned Embassy personnel.

7. Senator Dominick said that as a member of the Labor and
Public Welfare Committee, he was interested in the Yarborough bill to
establish an international health, education and welfare program, and
would like to know the Agency's views thereon. I said that when the same
bill was introduced in the last session our only interest had been to suggest
an amendment permitting beneficiaries of such a program voluntarily to
pass to appropriate Executive agencies any information they obtained
affecting the national security or the violation of criminal statutes. I said
that we would still be interested in this aspect of the bill and would take
another look to see if we had any further views and advise the Senator of
