SUBJECT: Director' a Luncheon with Senator Stuart Symington
1. During a luncheon with Senator Symington on I May 1969
the Director brought up the matter of cultivating congressional contacts.
In reply the Senator made the following points:
a. It is generally better, when dealing with
senior senators at least, to invite them out one at a
time rather than in groups.
b. The Agency's stock at the moment is very
good and we should scrupulosly follow the present
policy of sticking to the facts in briefings and not
indulging in speculation.
c. We shouldn't waste too much time on the
junior members, such as breakfasts for freshmen
congressmen. It will be some years before these
people will be sufficiently senior to help us or hurt us.
2. The Director wishes us to maintain a tickler file on key
members of the House and Senate and review it periodically to be sure
we are not neglecting any of those with whom continuing contact is
desirable.
