Received a call from Mr. Carl Marcy, Chief of Staff, Senate
Foreign Relations Committee, who advised that he had just learned
about the Director's meeting this afternoon with Senator J. W. Fulbright
(D. Ark.) and requested advice on the subject of the meeting. After
