MEMORANDUM FOR THE RECORD
SUBJECT: Comments on CIA by Representative Wayne Hays
(D., Ohio) on 24 September 1969
I I. The subject occurred during hearings by the House Foreign
Affairs Subcommittee on State Department. Organization and Foreign
Operations, Representative Hays presiding, on proposed liberalization
of the Foreign Service retirement system. Idar Rimestad, Deputy Under
Secretary for Administration, was testifying for the State Department.
2. Hays asked Rimestad what per cent of a large U. S. embassy
would normally be composed of Foreign Service Officers. Rirnestad
estimated 20 per cent. Hays then commented to this effect: "The rest
would be Agriculture, CIA and so forth. Of course, you can't tell who
the CIA guys are until they come out and bump somebody off. "
