I I- GLC) Charles Kendrick, Administrative Assistant to Senator Peter Dominick, called about two articles by a British corres- pondent Donald Seamans on the installation of a noncritical nuclear reactor in Cuba. Senator Dominick put these two articles in the Congressional Record on 12 August and would like to know how factual they are. I told Kendrick I would check on this and be in touch with him. 2. I I- GLC) Bill Woodruff, Counsel, Senate Appropriations Committee, called and said he had been unable to schedule the briefing of the CIA Senate Appropriations Subcommittee for Tuesday. Since that is the only day the Director is available next week, this may have to be put over until after the Labor Day recess. I will check with Woodruff again early next week. 3. I I- GLC) Talked with James Knowles, Research Director, Joint Economic Committee, and alerted him to our concern over an. article entitled "Technological Base of Soviet Military Power" by Dr. Michael Boretsky, of the Commerce Department, which was written for inclusion in an upcoming Joint Committee publication. I told him we had been in touch with Commerce about our views on this but wanted to alert the Committee staff. I also emphasized that we did not want to get in the middle between the Committee and Commerce on it. Knowles said he appreciated our alerting him to this since the publication has already been through galley proofs. 4. I I- GLC) Edith Johnson, House Armed Services Com- \ mittee staff, called and asked if we had prepare a report to the om nl e on H. R. 14318, a bill to create an Office of Defense Review. After checking the file I advised Miss Johnson that based on conversations with Oneta Stockstill, of the Committee staff, and our understanding that no Committee action was anticipated on this legislation we had not developed a position on it. She said this was fine she just wanted to be sure to include any proposed Agenc report in a package of other reports on the legislation which will be circulated to the sponsors. S. intelligence activities. 25X1 3. I IRJK) Picked up three boxes of slides and 12 rolls of film from J. G. Sourwine, Chief Counsel, Senate Subcommittee on Internal Security. Sourwine requested that the Agency make two copies of the photos, all of which were taken in Cuba, available to the Subcommittee. He said further that he would identify the individual who took the photos. The 25X1A package of film was passed on to CI Staff, for review and evaluation. 25X1 4. I I- LLM) On referral from the House Armed Services STATOTHRCommittee, called explaining that she was writing a "small book" and wanted to now if the Agency had issued a white paper on the National Student Association relationship. She said she wanted a more authoritative source to cite than the Ramparts magazine and New York Times articles. (She characterized these articles as excellent. ) STATOTHR was unaware of the Katzenbach Committee report and President Johnson's implementation of its recommendations, and at her request I gave her the date when the Committee report was made public by the White House. She assured me she was fully aware of the Agency's no comment policy. Mr. Goodwin has been advised. 25X1 5. LLM) In response to Jay Sourwine's, Chief Counsel, Senate Internal Security Subcommittee, request of 14 August LOA IH to Mr. II delivered to Warren Littman, of the Subcommittee staff, a short classified sketch of the prior activities of STATOTHI to hold for Al Tarabochia. Mendel Rivers and Chief Counsel Russ Blandford, House Armed Services Committee, on an Agency activity in connection with the current Middle East situation, explaining the sensitivity of our role and the fact that policy aspects were in the hands of the State Department. A lengthy discussion followed on the Soviet interest in the Middle East, during which I tried to summarize developments since our last Subcommittee meeting where this was discussed. Blandford asked if we had any information about the Soviet AN-22 transport plane which went down off Iceland a couple weeks ago. He expressed suspicion that the: plane carried some sort of sensitive equipment, since the Soviets had been engaged ever since in intensive efforts to recover all debris from the area. I said I hadn't heard this aspect discussed but would look into it. I told Chairman Rivers of our concern about the problem of our retirement ceiling and said we would be in touch with him very shortly about amending our legislation in this and other respects. Before I could explain the details, Rivers broke in to say I was?.wasting my time, he fully appreciated our problem but we would have to get our bill through the Senate first- -then he would "take care of it right away. " He spoke bitterly of the amount of legislation the House has passed which is now awaiting action in the Senate, and said he wasn't going to pass a single additional bill until the Senate got back to work. 25X1A 2. (Secret - JMM) Accompanied I CI Staff, and OCI, who briefed Senator George Murphy (R. , Calif.) on a genera situation in Israel and the Middle East preparatory to Senator Murphy's upcoming trip. Murphy seemed well pleased with the briefing, and at the end I briefly explained to him a current Agency activity in connection with the Middle East situation, emphasizing the sensitivity. 3 JMM) Called Russ Blandford, House Armed Services Committee stall, to say that after further checking at Headquarters I could add nothing to what I told him and Chairman Rivers this morning re the AN-22 which went down near Iceland and the terms of the Arab/Israeli cease-fire agreement (i. e. , neither side would "improve its positiori'while the agreement was in effect). The Director was notified. 8. - JGO) Received a call from Andy Montgomery, Assistant to Senator Jac i er (R. , Iowa). Mr. Montgomery told me the Senator is trying to identify a Soviet or Russian writing on their use of ridicule of foreign leaders and leaderships to create dissension within the foreign countries and asked if we could be of any help in identifying appropriate material on the subject. I told Mr. Montgomery I.would look into this and I would be back in touch with him. 9. I IJGO) Met with Frank Slatinshek, Assistant Chief Counsel, ouse Armed Services Committee, and briefed him on an Agency 10. - JGO) Met with Ralph Preston, House Appropriations Committee staff, who again expressed the Chairman's apologies for cancellation of this morning's briefing. I told him that he could assure the Chairman that apologies were not necessary, that Mr. Helms well appreciates the Chairman's position. Mr. Preston told me that he does not believe that the Chairman will be able to schedule another meeting of the Subcommittee before about 9 September. I discussed with Mr. Preston the matter of the change in appointments for who will be coming in from Camp Lejeune for interview on Friday. Mr. Preston expressed his appreciation for assistance in handling this matter. See Journal item of 11 August 1970. II JGO) Received a call from Mr. Ralph Preston, House Appropriations Committee staff, who said that the Chairman would appreciate an updating of information with particular emphasis on Laos, Cambodia, and the Middle East on Thursday. Mr. Preston indicated that he would guess that the meeting would be Thursday morning, but would have to wait until the Chairman is able to fix a time before he can be certain. After checking with Mr. Maury, I called Mr. Preston and told him the Director was not available for final confirmation of the meeting. The meeting was confirmed later in the day for 11:00 a. m. , Thursday, 13 August 1970. 5. 1- JGO) Talked to Richard Moose, Senate Foreign Relations Committee staff, as a follow up to his request on Friday, 7 August, concerning the Foreign Service Nominations Reference and Report. II- JGO) Met with Mr. Ralph Preston, House Appropriations Committee staff, and briefed him on the following items: Soviet military airlift to Egypt; Soviet Flogger; Foxbat aircraft; and Soviet weapons storage. Lovenheim, Administrative Assistant to Reresentative Frank g a Information received by Representative Horton's office indicated that Mr. F----l had been arrested in Uzechoslovakia. I I- JGO) Delivered to the offices of Senator J. W. I Fulbright (D., Ark. ), and Senator Stuart Symington (D., Mo.), items in which the Senators were mentioned. STATSP 12. Morgan, House Armed Services Committee staff, and brought him up to date on the Agency close out of Project In essence I filled him in on the details of the two air shipments and the surface shipment. 13. JGO) In response to a request earlier in the day, delivered two sets o personnel applications to the office of Senator Richard B. Russell (D., Ga.). 14. I I- JGO) Met with Mr. Norman G. Cornish, House Subcommittee on Foreign Operations and Government Information staff, and discussed with him the current Subcommittee study on telephone monitoring in Federal departments and agencies. In response to my request for copies of the earlier Subcommittee reports, Mr. Cornish told me he would have them pulled from file and have them available tomorrow on a loan basis. He also mentioned in passing that the Subcommittee is somewhat concerned with the transcription of the tape recordings of the interviews by the delegation from the House of Representatives with persons at the Con Son prison in Vietnam and indicated he might want to talk to us further on this subject at a later date. 15. I I- JGO) Met with Bun Bray, Staff Director, Subcommittee on Manpower told me that the full Commiteeswill fnot be meeting Service Committee, who tomorrow nor will the Manpower and Civil Service Subcommittee. Chairman Henderson has not scheduled a date for consideration of S. 782. Other Committee business may possibly fill the schedule through the August recess on the 14th.
