1. (Unclassified - GLC) Larry Smith, Administrative Assistant
to Senator Thomas J. McIntyre (D. , N. H. ), called and said he understood
that the Agency would be willing to arrange a briefing for Senator McIntyre
tomorrow at 2:00 p. m. on new starts in the Soviet ICBM program. He
said they were willing to have the briefing conducted under whatever
ground rules we wished, including a private briefing for the Senator only.
I told him that any briefing we would give would have to be on that basis,
but told him it might be tomorrow morning before I could give him definite
word on this. Smith said the Senator was interested in three questions:
(1) how many new starts there have been since last August and when was
the last one reported, (2) what constitutes a new start, and (3) what
interpretation we would give to this activity.
2. J. Sourwine, Chief Counsel, Senate
Subcommittee on Internal Security, called concerning the
testimony. He said Chairman Eastland plans to have a meeting of the
Subcommittee this week or next to reach a decision regarding the
publication of this testimony. Sourwine said Reader's Digest plans to
print a condensation of Barron's book containing a segment of
testimony in its August issue. See Memorandum for the Record.
3.1 1 In response to his request, John Clarke,
D/OPPB, and I met with Ed Braswell, Chief of Staff, Senate Armed
Services Committee, to talk about the implications of the military
procurement bill-T5. R. 17123) from the standpoint of programs planned
by the Agency (see Mr. Clarke's Memorandum for the Record for
details).

MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with T. Edward Braswell, Chief.. Clerk,
Senate Armed *: Committee
25X1 1. OLC, and the undersigned met this date with
Mr. Braswell in his office.
2. Mr. Braswell opened the meeting by indicating the language
of the authorization bill for the military might be subject to some
challenge and/or amendment when it reaches the floor of the Senate.
He stated that Senator Stennis, under such circumstances, would be
placed in the position of having to respond to questions such aa,
