(Unclassified - GLC) Larry Smith, Administrative Assistant to Senator Thomas J. McIntyre (D. , N. H. ), called and said he understood that the Agency would be willing to arrange a briefing for Senator McIntyre tomorrow at 2:00 p. m. on new starts in the Soviet ICBM program. He said they were willing to have the briefing conducted under whatever ground rules we wished, including a private briefing for the Senator only. I told him that any briefing we would give would have to be on that basis, but told him it might be tomorrow morning before I could give him definite word on this. Smith said the Senator was interested in three questions: (1) how many new starts there have been since last August and when was the last one reported, (2) what constitutes a new start, and (3) what interpretation we would give to this activity. 2. J. Sourwine, Chief Counsel, Senate Subcommittee on Internal Security, called concerning the testimony. He said Chairman Eastland plans to have a meeting of the Subcommittee this week or next to reach a decision regarding the publication of this testimony. Sourwine said Reader's Digest plans to print a condensation of Barron's book containing a segment of testimony in its August issue.
