Thursday - 16 July 1970
1. (Confidential - GLC) Attempted to arrange a meeting with
Representative Richard H. Poff (R. , Va.) to discuss our response to the
Judiciary Committee on the Douglas impeachment resolutions. Poff's
schedule was completely filled and he suggested that I see him tomorrow.
2. (Secret - GLC) In response to his request I left with Ed
Braswell, Chief of Staff, Senate Armed Services Committee, data on
Soviet operational ICBM launchers prepared' by Braswell
said this would serve his purposes nicely.
3. (Secret - GLC) Oneta Stockstill, House Armed Services
Committee staff, called to say that Chairman Rivers would like the
Director to brief the CIA Subcommittee on 21 July 1970 at 10:00 a. m. ,
in room 2212 Rayburn House Office Building.
Russ Blandford, Chief Counsel, indicated that at the briefing
the Chairman would like the Director to cover Cambodia, the Middle
East and the Soviet threat.

4. (Secret - GLC) Accompanied to a briefing
of Senator Henry Jackson, Richard Perle and Dorothy Fosdick, of the
Subcommittee on National Security and International Operations staff,
on the Middle East. The briefing lasted slightly more than an hour and
Senator Jackson remained throughout. Jackson is supporting a provision
in the Armed Services procurement bill authorizing the transfer of
aircraft to Israel and is anxious to be fully informed on the situation.
5. (Unclassified - GLC) June Nigh, of the House Foreign Affairs
Committee staff, called to say that the 21 July briefing of the Za oc 1 u -
committee on National Security Policy and Scientific Developments, would
have to be cancelled, since Zablocki will be involved in a House- enate
conference meeting at that time. She said they would call later to re-
schedule the briefing. Mr. who was to conduct the briefing,
has been advised.

1. (Confidential - JMM) Called Dorothy Fosdick, Staff Director,
Subcommittee on National Security and International Operations of Senate
Government Operations Committee, in response to her call of yesterday
and said it would not be feasible for us to try to prepare an unclassified
history of Russia's interest in the Middle East, and suggested she contact
the Library of Congress. She said the people there weren't up on this
sort of thing, and I told her she should contact Sergius Yakobson, of the
Legislative Reference Service, whom I considered one of the best
Kremlinologists in town. She persisted in her request, and I said I would
try to get her some copies of published material and titles of some reference
works by tomorrow.
25X1A 2. (Unclassified - JMM) In the absence of Senator Harry Byrd,
told Mrs. Audrey Jones, his Executive Secretary, of our unsuccessful
efforts to reach Mrs. on a matter of interest to the
Senator.
3. (Secret - JMM) Mr. Red Austin, of Senator Clifford P. Case's
office, returned my call to the Senator, who was unavailable in a Committee
meeting, to say that written answers were desired to the questionnaire
submitted by the Senator at our recent Foreign Relations Committee briefing.
Austin said the Senator merely wished to get up-to-date on questions regarding
Soviet weaponry which were not covered during the recent briefing. Austin
suggested the written answers be provided to him, but I said under existing
ground rules we would provide them to the Committee staff which Austin
said was satisfactory.
4. (Secret - JMM) Called Jack Sullivan, Staff Consultant, ouse
Foreign Affairs Subcommittee on National Security Policy and Scientific 25X1A
Developments, and confirmed that w7uld brief the ocki
Subcommittee on 21 July in response to Sullivan's request. Sullivan said
he was reasonably certain the small conference room where the briefing
would take place was large enough for the viewgraph. Sullivan will be out
of town until the morning of the briefing and said any questions during his
absence could be taken up with Boyd Crawford, Staff Administrator of the
full Committee.

6. (Confidential - d~ ' J) Jack Sullivan, Staff Consultant, Subcom-
mittee on National Security Policy and Scientific Developments, of the
House Foreign Affairs Committee, called to alert us that Subcommittee 25X1A
Chairman Clement Zablocki would like to brief the Subcom-
mittee at 2:00 on Tuesday, 21 July, on Soviet strategic capabilities. He
said the request would be formalized after it had been approved by
Committee Chairman Morgan, and that he was calling simply to give us
advanced notice. He said the Subcommittee was particularly interested
in the SS-9 situation' in light of a recent statement by Secretary Laird. 25X1A
I, said we would of course want to get the okay of Chairman Morgan,
and remarked that I wasn't sure whether would be the best
man to give the briefing or whether he would be available. Sullivan said
that was up to us but the Chairman had=been particularly favorably impressed
with Mr. briefing on similar subjects last year.
I called Boyd Crawford, Staff Director of the full Committee, who
confirmed that Chairman Morgan had approved Zablocki's request for a
briefing of the Subcommittee.
I called Jack Sullivan for any further details re what should be
covered in the briefing. He said the Subcommittee was interested in both
Soviet and ChiCom strategic capabilities, but we should concentrate on
the Soviets since John Foster had given them a briefing on ChiCom
capabilities three or four months ago. He said the Subcommittee was
interested in all Soviet strategic systems --strategic missiles, ABM,
submarine forces, bomber forces, etc. He said he would try to arrange
the briefing in room H-227 in the Capitol to minimize delays in the

4. (Secret - JGO) Met with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, and reviewed with
him in general the operations and locations of DCS offices throughout
the country. Since Mr. Blandford was not available to take part in the
discussion today, it was agreed that a briefing be arranged for later
by the Director, DCS or his deputy. Mr. Murphy has been advised.
I received from Mr. Slatinshek copies of correspondence
between Chairman Rivers and Representative Henderson concerning
S. 782.
6. (Internal Use Only - JGO) Talked to Buddy Hendericks,
Publications Editor, Senate Foreign Relations Committee, who told
me that publication of the Colby/Van testimony has been delayed again
in favor of other Vietnam hearings. No date for publication has been 25X6
scheduled.
7. (Confidential - JGO) While on the Hill I ran into Harry
Cromer, Staff Consultant, House Committee on Foreign Affairs,
Subcommittee on Asian and Pacific Affairs, who told me that Chairman
Murphy is planning hearings in about a month and may well desire an
updating of the information previously provided by the Agency on China
and the Soviet Union. I thanked Mr. Cromer for the information.

who briefed the Senate Foreign Relations Committee on Agency use of
cover, Southeast Asia and the Middle East. See Memo for

5. (Confidential - JGO) Met with Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, and delivered the
unclassified statement on Soviet naval developments promised for
Representative Rivers at the Committee briefing on 18 June. After a
quick review of the paper, Mr. Slatinshek noted that there was no
mention made of the speed of Soviet submarines: the topic that brought
about the request for this paper. He also said that on a first quick
reading the paper did not have much punch. He told me that in his
opinion this paper is the Agency's chance to have matters such as the
speed of Soviet submarines related in "phraseology the Agency would
approve. " In response to question, he said the Chairman does intend
to use the paper for a Floor speech and again noted that the Chairman
will put punch in the paper. has been advised.
I also brought Mr. Slatinshek up to date on the Egyptian air
defenses.
6. (Secret - JGO) Delivered to Mr. Ralph Preston, Staff
Assistant, House Appropriations Committee, a letter for the Chairman
on withdrawal from the reserves and received from Mr. Preston a copy
of the Chairman's letter to Chairman Henderson of the Manpower and
Civil Service Subcommittee, House Post Office and Civil Service Committee,
concerning S. 782.
I briefed Mr. Preston on student unrest at the University of Saigon
in response to his earlier question. See Memorandum for the Record,
7. (Internal Use Only - JGO) In response to his call, I met
with Mr. Scott Cohen, Executive Assistant to Senator Charles H. Percy
(R. , Ill. ), and received from him a sealed envelope addressed to the
Director.

8. (Confidential - JGO) Talked to WH/Cuba,
who advised that background unclassified and classified material for
briefing of the Subcommittee on Inter-American Affairs, House Committee
Qn Foreign Affairs is being prepared for use by the Department of State
representatives without attribution to the Agency.
