I met with Messrs. Wolf, Futterman and Froebe this afternoon to discuss Ambassador McConaughy's testimony. We agreed that a few paragraphs could be made public but these would have to be taken out of context and would be insignificant. Therefore, it was agreed that all the testimony would remain classified "secret." The committee would be told that the classification was necessary because one suspended program (the U-2 overhead reconnaissance) is of great sensitivity and the and considered sensitive by the GRC. is ongoing 2. The Department of State will retain the transcript, the tape and the typewriter ribbon until they have completed the - declassification meetings with the Subcommittee. Thereafter, sometime in early January, the transcript, the tape and the ribbon will be sent to CIA for permanent retention. We discussed the alteration of the ground rules for testimony,on intelligence matters and I informed Wolf and Futterman that we would bring up this matter with the Director after the holidays.
