12. (Internal Use Only - LLM) At his request, met with
Ernest Baynard, Staff Administrator, Government Activities Subcom-
mittee, House Committee on Government Operations, who wanted my
reaction to a difficult problem facing the Chairman involving a senior
Foreign Service officer who believes that there is a conspiracy in the
Department to cut down on the flow of information to the public. Baynard
said neither Justice nor the FBI had been of any help and he complained
particularly about the Bureau's attitude. He asked if we would take a
look at the voluminous data assembled by the individual and give him
our opinion. I explained both the jurisdictional and practical reasons
why I felt we could not get involved. In response to his request, I gave
him several suggestions on how he could proceed, all of which he'
rejected, and I departed on friendly terms.
13. (Internal Use Only - JGO) Received a call from Mr. J. G.
Sourwine, Chief Counsel, Senate Internal Security Subcommittee, who
requested if available the text of the Pravda rebuttal of last Monday to
the earlier ChiCom statements arising out of Soviet-ChiCom border
disputes. The text is to be included in a Committee report that is
scheduled for the printers this weekend.
