tion, except for certain items which are labeled OFFICIAL
USE ONLY because of laws relating to copyright, libel, and
communications. Items so labeled must not be disseminated

This publication contains current information on developments in the area
concerned, and from area source media on developments in other areas, as
reported from foreign broadcasts, news agency transmissions, newspapers,
and periodicals. Items are processed from the first or best available source;
it should not be inferred that they have been disseminated only in the
medium, in the language, or to the area indicated. Items from foreign-
language sources are translated by FBIS. Those from English-language
sources are merely transcribed, with the original phrasing and other char-
acteristics retained.
The labels "Text," ..Excerpts," and "Summary," appearing in brackets "[ ]"
FBIS. Thus [Text] indicates the complete rendering of an item as presented
by the source; [Excerpts] Indicates the selection of textual portions; (Sum-
mary] indicates an abridged paraphrase but may include textual portions
enclosed in quotation marks. A "Brief" is an abbreviated format which may
be employed for the concise presentation of materials processed by and of
the methods described above.
Headlines, bracketed words or notes, and editorial reports are composed by
FBIS. Names rendere4 phonetically or in transliteration are enclosed in paren-
theses, Words or names preceded by a question mark and enclosed in paren-
theses were not clearly heard but have been supplied as appropriate to the
context. Other unattributed parenthetical notes within the body of an item
originate with the source. Ellipses or Incomplete sentences originating with
the source are indicated by a series of periods. Times within items are
given by the source.
When FBIS is cited, it should be in a manner clearly identifying
it as the secondary source, that is, the primary source should be
cited as well. For example: "FBIS reports that Radio Moscow an-
nounced..." or "FBIS has monitored a broadcast from Hanoi which'
says..." or "TASS, according to FBIS, on 20 April, reported that.. "
