Met with Mr. Robert Hanover, Administrative Secretary to Representative Daniel J. Flood (D. , Pa.), and returned to him the correspondence concerning which had been forwarded to us in error. 5. In response to his request hand-carried to Ed Braswell a paper prepared by OER on Communist Forces in Cambodia. Braswell said he would like to talk with Bruce Clarke to obtain his assistance in providing Senator Stennis with unclassified material on the Soviet threat which the Senator can use in the upcoming discussion of the U. S. ABM proposal. Braswell mentioned that he is also requesting assistance m~lTilliam Baroody in DOD. I told Braswell that preparing unclassified material was somewhat out of our bailiwick but added that I would talk to Clarke about this and be back in touch with him tomorrow. 6. Bill Woodruff, on the staff of the Senate Appropriations Committee, is out of the city until Monday. in his absence I talked with Guy McConnell, of the Committee staff, who said the Defense Subcommittee's hearings on the Defense budget were progressing on schedule and should be concluded around the 15th of May. I took the opportunity to brief McConnell on Soviet naval exercises and the landing of two Bear bombers in Cuba. McConnell mentioned that Senator Russell was still in Georgia and is not expected back next week. 7. I I After clearing with the Director, called James Lowenstein, Senate Foreign Relations Committee staff, in response to his request of yesterday to say that we would brief Mr. Lowenstein and Mr. Richard Moose (also of the Committee staff) at 0830 on Monday, 29 April at Headquarters in preparation for their upcoming trip to Cambodia. Met with Mr. Frank Slatinshek, House Armed Services staff, who asked what information is available to support the intelligence community conclusion that the Soviets are testing a "follow-on ABM system. " I told him I would check the matter. Mr. Slatinshek was briefed on the following items: a. Soviet equipment and personnel support provided for Egypt, b. Communist campaign in Laos, c. Communist insurgency in Northern Thailand, d. Soviet Y-class submarine construction. 25X1 25X1A 25X1A 7. I talked to Mrs. Dorothy Maneri, Executive Secretary to Representative Barber B. Conable (R. , N. Y. ). Representative Conable has been delayed in Rochester and will be returning by plane arriving on Wednesday at 8:04 a. m. and will come directly to Headquarters. With apologies, he requests that we not wait breakfast for him. She also advised that with the return of the other SOS /CM members to Washington today, she will not have a final head count on those who will be attending the breakfast until sometime during the day tomorrow. (See Journal item of 27 March 1970.) 8, In response to a request from Mary Jo Sottile, Counsel, House Armed Services Committee staff, an appointment was made with I Office of Personnel forl for 10:00 a. m., 8 April 1970. 9. Bernard Poirier, Administrative Assistant to Senator Mike Gravel (D. , Alaska), called to say that he had been mistaken the previous day about the subject of his inquiry which should have been Tele-Orient. After checking wit on the Lebanese Desk, I told Poirier that we are aware that Tele- Orient is involved in television, but that we have no information of our own and he would be well advised to get in touch with USIA.
