Thursday - 2 6 March 1970
1. I land I met with William Woodruff,
Counsel, Senate Appropriations Committee, whom we briefed on recent
developments regarding the Soviet.ABM system, Soviet naval maneuvers
in the Mediterranean and the Middle East military situation, including
SA-3 deployment in Egypt.
Woodruff said Senator Russell was still in the hospital and his
release was uncertain. Woodruff expects Senator Ellender to chair
Appropriations Committee hearings during Russell's absence. Woodruff
also remarked that Senator Mundt's return to active work on the Hill was
unlikely.
Left with Woodruff the latest Reserve withdrawal letter on Laos.
2. I I and I called on Senator Milton Young
whom we briefed on recent developments regarding the Soviet ABM. Soviet
naval activities in the Mediterranean, the Middle East situation and Southeast
Asia.
3. I met with Ed Braswell, Chief of Staff, Senate
Armed Services Committee, whom I briefed on the Soviet ABM situation,
Soviet naval activity in the Mediterranean, the Middle East situation and
Southeast Asia. Braswell indicated that the upcoming phase of the ABM
debate would be at least as complicated, and the outcome as uncertain,
as was the case last year.
4. Called Representative Bob Wilson to say
the Director would be happy to receive members of the "SOS" and "CM"
clubs at breakfast at 0800 on Wednesday, 8 April. Mr. Wilson said the
attendance would probably be about 16 or 20 and asked that I call Representative
Barber Conable who is in charge of the arrangements to firm up details.
