Here is the proposed memorandum on briefing
Congress on national meanscf verifying SALT.
Gerry Smith plans to discuss it with Secretary
Rogers in the next few days.

MEMORANDUM FOR THE DII CTOR OF CENTRAL - INTELLIGENCE
St3BJLCT: Briefing Congress on National 'Means of
Verifying SALT
As SALT moves along it will become necessary to provide
sel.-cted Members of Congress and key Committee Staff members
with information bearing on key elementh of the positions we
take in the talks. I have in mind especially infotmation
relating to the question of the verifiability of any-pro-
posed arrangement. We should be prepared to furnish infor-
mation about -our present and future national intelligence
capabilities--what we know about the Soviet military posture
and plans., what we know about Soviet research and testing?
how-we acquire this information, and the confidence we have
in our conclusions. .. While -it will not be necessary to dis-
close all the details of the collection :and analysis process,
some illustrative examples should be available, along the
lines we have requested for the NATO briefings R
The Congressional audiences will vary. I have enclosed
a list of Members and Committee Staff people to whom we should

be prepared to give general briefings related to verification.
At the head of the list are the names of a few "key" Members
to whom we should also be prepared to give more detailed
information as developments require., Certain other Members
and several key staff members will probably have to be added
to this list.
As we prepare for appearances on~the Hill to discuss
SALT, it would be helpful if we could arrive at a deter-
mination of what may be disclosed. The problem will arise
in two separate but related contexts t
(l) Prearranged briefings covering relevant technical
aspects of the verification problem. As indicated *.above.
I believe two versions of these briefings would be appropri-
ate, general briefings for the full Committee shown on the
enclosed list and 'a more detailed briefing for closely
restricted audiences. I would hope CIA'would prepare such
briefings, with assistance from .ACDA and other agencies as
appropriate.
(2) Guidelines 'as -to what ACDA and'.other Administration
representatives may say concerning U.S. verification capa-
bilities in the course of Congressional: hearings on SALT at
which such matters as our preparatory efforts, approved U.S.

positions, and possible arms control arrangements would be
iscussed. We must also anticipate very pointed questioning
on this aspect of SALT, and I would appreciate your suggestions
as o how Administration spokesmen should handle these
q ei r t ions .
Bruce Clarthas been very helpful in exploring this
matter, and I have asked and
work with your representatives in developing the briefings
and guidance that are now needed.
I have discussed this proposal with the Secretary of
State and it has his full support.
