Thank you for your letter of October 20, 1970 requesting this
Agency's report and comments on F. R. 19649.
This Agency does not anticipate any problems with the proposed

legislation from an intelligence standpoint.;, t does, however,
appear to duplicate responsibilities of the Director of Tele-
communications Policy as assigned by Executive Order 11566.
The Office of Management and Budget advises that they concur in
the submission of this report.
