SUBJECT: CIARDS Legislation
1. This date, in the company of 1 -1 met with Edward STAT
Braswell, Chief of Staff, Senate Armed Services Committee, to discuss
the legislative package delivered today to the Congress.
2. Braswell asked if the Civil Service system had served as
precedent for the proposals and we replied that, where relevant, they
did, with the exception of the reemployment provision. Braswell said
that if we dropped the exception it would facilitate favorable action
since the proposals would then conform to existing Civil Service law.
(Background,: Braswell questioned the reemployment provision when
'nformally reviewed our legislative proposals with him
several months ago. At that time Personnel, in their re-review of
the merits, concluded that we should pursue the proposal, especially
since Braswell was not adamant and it had been approved previously
by the House.)
3. We explained the inadequacy of the present reemployment
provision and stressed that unlike their CSRA counterparts, CIARA
annuitants were, by operation of the Civil Service system, precluded
from earning additional retirement benefits from Federal reemploy-
ment otherwise covered by the Civil Service retirement system. In
the ensuing discussion on the complexities and new ground that would
have to be plowed to overcome this inequity, Braswell relented some-
what and said he would consider the matter in the light of a detailed
justification to be supplied by us.
4. In connection with the quota provision, Braswell asked for
updated retirement figures.

5. Braswell said he was unsure of the Committee's operation
following the elections and cited the possibility of an absence of a
quorum as one reason why he could not guarantee favorable action by
the Committee on our proposal.
