ORANDUM FOR THE RECORD
SUBJECT.- CIA Retirement Legislation
1. response to a request from I Office of
Legislative Counsel, I called Mr. Gary Rasmussen, Debt Analysis
Section, Treasury (184-5952) to inquire about status of their review
of our retirement legislation.
2. Mr. Rasmussen a.ted our Bill was under review, they have
had trouble with the definition of unfunded liability; but they expected
to release it to 0MB tomorrow morning (919).
3. 1 advised him we were most anxious to get the Bill before
Congress and would appreciate his expediting its release, or if they
have further problems letting me know promptly. He reiterated he
aspects to release it tomorrow.
4. 1 asked him if he could give me the position they expect to
take. He replied they will recommend a change in the definition of
unfunded liability although they recognize our Bill includes the same
definition as previously cleared by them for the CS and Foreign Service
. The point at issue was discussed in my memorandum of
2 September 1970 to the Deputy Director for Support.
