I IDr. Allen, OER, called and expressed 25X1 concern as to how our contributions to the Joint Economic Committee studies on Western Europe and Russia would be affected by the death of Leon Herman, of the Libr ress, with whom Allen's people worked. Dr. Allen said that a associated with a private firm, had contacted some of 25X1 the people working on this material and suggested that he and Agency repre- sentatives get together with the Joint Economic Committee staff and discuss the possibility of his working with us on these projects. I subsequentk5X1 discussed this situation wi ohn Stark Executive Director of the Joint Economic Committee, advising him of contact with us and expressing 25X1 some concern about this kind of arrangement. I said that we would prefer to deal with the Committee staff or a des' nated representative of the Library of Congress on this. Stark thought approach premature and it was 25X1 agreed that we would get together with him to discuss this privately around the middle of this week. 11. Winston Bryant, Legislative Assistant to 25X1 Senator John McClellan (D. , Ark. ), called and asked me to review with him the thrust of our position on the Ervin bill, S.382,--which I did. Bryant said he would be talking with Senator McClellan this afternoon about the bill. He mentioned that Senator McClellan has a bill pending in the Judiciary Committee which Senator Ervin is opposed to and I gather that he will be talking to Senator Ervin about these two pieces of legislation in the very near future. I asked Bryant if he knew whether any action is scheduled on S. 782. He said he was not aware of anything specific with regard to that bill but added a number of bills "are moving" in the Judiciary Committee. 12. I I Pat Holt, of the Senate Foreign Relations 25X1 Committee staff, called. He asked if the same briefin on Insurgency in Latin America, which had been given to him b could be given to the 25X1 Western Hemisphere Subcommittee. He suggested a time of 10:00 a. m. on 16 June. Holt said he knew we did not like to "proliferate" our briefings of Sub- committees and said that they were not asking that the Director give this briefing. He felt tha was perfectly acceptable to them or anyone else who 25X1 could speak for the Agency. I told him I would check on this and be back in touch.
