Met briefly with Frank Matchett, House Manpower and Civil Service Subcommittee staff, who advised that Chairman Henderson's draft bill on constitutional rights of Govern- ment employees has not been scheduled as yet for introduction to the House. He noted that the Chairman in all probability will be meeting with Senator Ervin (D., N. C.) again before such introduction would take place. He also noted that interest in the bill and demands for action on the Ervin bill have cooled considerably. The unions are starting to press with some vigor for a new wage board bill and a new labor information bill. 10. Met with Mr. J. R. Blandford, Chief Counsel, House Armed Services Committee, who advised that he had had a fine visit with General Cushman yesterday and is looking forward to the General's introduction to the CIA Subcommittee on Tuesday. I reviewed with Mr. Blandford the contemplated surfacing of a former Cuban intelligence officer and briefed him on the following items: a.
