In response to his question as to how things are going for . us, I
mentioned to Kimmitt, in a rather general way, the Agency's problems
with regard to Senator Ervin's_bill (S. 782). As a former military officer,
Kimmitt appreciated the problems which the bill would create for sensitive
Agencies. He said there was little he could do for us, however, other than
turn a few votes' in our direction in case the issue should come up on the
Senate floor. I told him we hoped to have an opportunity to speak on this
issue in an executive session of Senator Ervin's Subcommittee and hoped
to avoid another floor debate such as occurred last year.
BeLieu, Deputy Assistant to the President for Congressional Relations,
with regard to the Ervin bill (S.782). BeLieu was entirely sympathetic
with our problem and offered some suggestions. See Memo for the Record
for details.

9. Met with Mr. Bun Benton Bray, Director,
House Subcommittee on Manpower and Civil Service, and discussed with
him the Ervin bill and the companion bill by Charles Wilson (D., Calif.).
Mr. Bray advised in essence that Mr. Henderson in recent conversations
has indicated that three points or areas of consideration need to be re-
done in the Ervin bill. These are (1) protection of national security inter-
ests, (2) the relationship between supervisor and employee, and (3) the
appellate procedures. Mr. Bray and the staff plan some work in this
area during the coming week in order to have at least a working paper
ready for Mr. Henderson's review on his return to the city on the 17th of
February.
