( Received a call from the office of Representative Patrick T. Caffery (D. , La.) that the Congressman is ill with the flu and will be unable to attend the Agency breakfast. He would like very much to come to the next breakfast when it is scheduled. SECRET Approved For Release 2006/12/06: CIA-RDP72-00337R000400030114-6 Approved For Release 2006/12/06: CIA-RDP72-00337R000400030114-6 SE CRL,I Journal - Office of Legislative Counsel Monday - 3 February 1969 Page 4 15.1 Talked further with Bill Woodruff, on the staff of the Senate Appropriations Committee, regarding the material we are preparing on research grants and showed him a copy of the draft of our transmittal letter to Senator Richard Russell (D. , Ga. ), Woodruff made a suggested change in the letter and added that he did not see any problems with regard to this. He intends to suggest to Senator Russell that he (Woodruff) show this list to Senator .Mike Mansfield (1). , Mont.) and then return it to the Agency for safekeeping. I also talked with Woodruff about the bill which Senator Sam J. Ervin,Jr, (D. , N. Car.) had reintroduced 782 I asked Woodruff for any thoughts he had as to how we should handle this. He suggested that we work through Senator Birch Bayh (D. , Ind.) in an attempt to solve our problem within the Senate Judiciary Committee. He also suggested that Mr. Helms raise this 25X1 as a problem the first time he meets with the CIA. Subcommittee. 16. Charles Kirbow, on the staff of the Senate Armed Services Committee, talked with me briefly about the discussions which have arisen over the the continuation of the Homrable Stanley Resor as Secretary of the Army. Kirbow said that several members of the Committee, especially Senator Margaret Chase Smith (R. , Maine), have expressed their views that President Nixon should have formally reappointed Secretary Resor and submitted his name to the Senate Armed Services Committee for approval. Secretary Resor's case has touched off a controversy in the Committee concerning the continuance in office of employees of President Johnson's administration. Kirbow mentioned this only because it is conceivable (though he thinks unlikely) that a similar question could be raised regarding Mr. Helm's continuance in the position of DCI. Kirbow wanted us to know that should this arise it was not the result of any feeling against Mr. Helms but rather the involvment in the overall problem.
