NSA, who advised that he had worked with DOD General Counsel's office
on the final draft of the response to Chairman Henderson's request for
comments on S. 782. He will forward a copy for our information.

8. Met with Representative Edward J.
Derwinski, regarding (Ervin bill). Derwinski expressed appreciation
and support for our request for a complete exemption and offered the following
suggestions:
a. In the Subcommittee we will probably have trouble with
Representative Lee Hamilton but he is reasonable and we should
try to explain our case to him.
. b. Representative White might normally oppose a full
exemption for the Agency, but he can be brought around and
the most effective way of doing this would be to have Mahon and
Rivers give him a personal call.
c. Representative Nix may be a problem but the right
kind of approach to him might be worth trying.

9.1 Talked to Ralph Preston, Staff Assistant,
House Appropriations Committee, about following up a question in
connection with our Reserves and he thought the matter could wait
until the end of the Fiscal Year.
Preston said he though Chairman Mahon would be glad to call
Representative Richard White, of the Manpower and Civil Service Sub-
committee of House Post Office and Civil Service Committee, in our
behalf regarding S. 782 (Ervin bill). Preston suggested that we bring
over a draft letter for Mahon to send to Chairman Henderson which
would contain the essential information Mahon would need in order to
take the matter up with White.
