Discussed the Ervin bill, S. 782,_ with General Counsel of NSA, who says that NSA still hopes for a complete exemption. I said this was certainly our position and we would so state in response to the letter from Chairman Henderson, of the House Subcommittee on Manpower and Civil Service, asking for Agency views. understands that Henderson plans to report out the bill without hearings, granting both CIA and NSA such exemptions "as they need. " said he hoped the Director would recommend a complete exemption for both NSA and CIA. I said. I thought this was his intention, and would keep informed of any developments. 7. Delivered to the offices of Senators Mike Gravel (D., Alaska), Edmund Muskie (D., Me.), Hugh Scott (R., Pa.), Jacob Javits (R., N. Y.), George McGovern (D., S. Dak.), Edward Kennedy (D., Mass.), Charles Goodell (R., N. Y.), William Proxmire (D., Wis. ), and Mike Mansfield (D., Mont.), FBIS items in which their names were mentioned. Met with Bun Bray, Associate Staff Director, I-louse Post Office and Civil Service Committee, and discussed the Committee handling of the .Ervin bill, S. 782, at some length with him. In particular Mr. Bray noted that the Chairman had directed his letter to DOD rather than NSA because of other elements within DOD that may need consideration in the bill. As to the question of speed in handling the bill, Mr. Bray indicated that we should take whatever time is needed in coordinating our response and noted that it would be helpful to the Chairman if our response included not only our request for exemption from the bill but detailed the word changes necessary in S. 782. Mr. Bray was kind enough to mention that he has discussed this with the Chairman and is speaking in the Chairman's name. JOHN M.
